Are you a Procurement Specialist with experience working in a public sector environment and the ability to help your internal clients successfully navigate the BPS (Broader Public Sector) Procurement Directives? Do you have a knack for maximizing the value that your clients receive for what they spend? Do you have excellent vendor negotiation skills coupled with the ability to influence internal partners? Looking for fast paced, exciting and interesting work? If so, we may have the opportunity you've been looking for.
In this role, your primary focus will be on managing RFI/RFQ/RFPs including collaborative development of requirements with SickKids partners, management of the RFP cycle and associated milestones, complete analysis of incoming vendor responses, internal/external coordination, and award recommendations for the procurement of goods, supplies and services for the hospital.
Here's what you'll get to do:
Collaboration
- Act as the primary point of contact throughout assigned procurement requirements for both internal customers and external vendors while acting in an ethical and professional manner.
- Research, analyze and recommend new offerings to Manager, workgroups, and internal customers on a project basis.
- Work with internal customers to identify cost saving and contracting opportunities.
Sourcing
- Create and develop Request for Information/Quotation/Proposal as required. Issue documents to vendors, analyze responses and recommend awards.
- Prepare business cases including cost/benefit analysis, including assumptions.
- Manage competitive bid solicitations, analyses and evaluations.
- Ensure bid documents adhere to all the Broader Public Sector Directives and comply with hospital and legislative standards.
- Evaluate potential vendors to mitigate risk and ensure performance expectations are met.
Prepare and Negotiate Contracts
- Negotiate and prepare contracts in conjunction with clients and legal department as appropriate.
- Integrate closely with Procurement Specialist team and other purchasing staff members, mutually supporting team initiatives.
Manage and Monitor Contracts
- Recommend changes that facilitate and improve contract management.
- Provide input to evaluation criteria, monitor contractor performance to ensure contract compliance and work with business units and contractors to resolve issues and ensure adequate reporting.
Internal Requirements
- Ensure consistent application and enforcement of hospital policies and procedures.
- Ensure maintenance of contract registry, control and tracking of contract files with signatures using electronic signature software.
- Perform vendor reviews as required focusing on service quality, issues, and performance.
- Support the establishment of goals within the team based on corporate goals, direction and departmental priorities.
- Inspect monthly reports as required, review data and carry out improvement action plans.
Here's What You'll Need
- 3+ years experience in a Healthcare strategic sourcing environment strongly preferred.
- 3+ years of complex contract management experience strongly preferred.
- 3+ years of project management experience along with a proven track record strongly preferred
- University degree in Supply Chain Management or Business Administration is ideal.
- CSCMP certification is strongly preferred.
- Experience with Electronic Bid Submission Portals
- Strong negotiation and analytical skills with the ability to work in a fast-paced client focused and complex environment.
- Excellent interpersonal skills and the ability to collaborate in a team setting.
- Excellent verbal and written skills.
- Previous clinical knowledge and/or experience in hospital purchasing would be an asset.
A combination of education and experience will be considered.
